1 The Mutual Aid Association System

The Mutual Aid Association system was established as part of the social insurance system to contribute, through mutual aid, to the stability of the lives of members and their families, to the improvement in their welfare, and to the efficient execution of job duties.



2 Services of the Mutual Aid Association

The Ministry of Education, Culture, Sports, Science and Technology Mutual Aid Association is one of the National Public Service Personnel Mutual Aid Associations. Its members consist of national public servants who work full-time for the Ministry of Education, Culture, Sports, Science and Technology, the Japan Sports Agency, the Cultural Affairs Agency, and other national government organizations, as well as executives and regular employees who work full-time for the National University Corporations, the Inter-University Research Institute Corporations, and the Independent Administrative Institutes* under the jurisdiction of the Ministry of Education, Culture, Sports, Science and Technology. Funded by the “insurance premiums” paid by the members and the “contributions” from the national government and Independent Administrative Institutes, the Association focuses on short-term benefits services, long-term benefits services, and welfare services.

Short-Term benefits Services
Appropriate benefits are provided to members and their families for illness, injury, childbirth, death, and disaster damage for the life stability of the members.
Long-Term Benefits Services
Pensions and other benefits are provided for the members’ retirement, disability, or death, supporting the infrastructure for retirement living.
Welfare Services
Prevention and treatment of illness, operation of recreational facilities, and provision of loans and savings accounts, striving for the improvement in the welfare of the members and their families.

* Independent Administrative Institutes
The Independent Administrative Institutes referred to here are those that are not national public services but are eligible for the Mutual Aid Association benefits. These institutes include the National Center for Teachers’ Development, the Institute of National Colleges of Technology, the National Institution for Academic Degrees and Quality Enhancement of Higher Education, the National Institute of Special Needs Education, the National Center for University Entrance Examinations, the National Institute for Youth Education, the National Women's Education Center, the National Museum of Nature and Science, the National Institute for Materials Science, the National Research Institute for Earth Science and Disaster Prevention, the National Institute for Quantum and Rediological Science and Technology, the National Museum of Art, and the National Institutes for Cultural Heritage.



3 Organization of the Mutual Aid Association

The Ministry of Education, Culture, Sports, Science and Technology Mutual Aid Association is organized in the following way.

Representative
  The Minister of Education, Culture, Sports, Science and Technology
Head Office
  Located within the Ministry of Education, Culture, Sports, Science and Technology (the Welfare Department of the Personnel Division, Secretariat of the Minister), the Head Office is headed by the Administrative Vice Minister of Education, Culture, Sports, Science and Technology.
Branches
  Located at each Independent Administrative Institute, each branch is headed by the chief of that Institute.
Member Offices
  Located at the Head Office, member offices are headed by the chiefs of the individual member offices.

In addition, the Management Council ensures proper operational management, deliberating on the project and budget plans for each fiscal year, revisions of account closing policies and procedures, articles of incorporation, and management rules, as well as other important matters.



Federation of National Public Service Personnel Mutual Aid Associations
Some services offered by our Mutual Aid Association, such as long-term benefits and welfare, are carried out in conjunction with other Mutual Aid Associations. The Federation of National Public Service Personnel Mutual Aid Associations coordinates the activities of the Mutual Aid Associations of different ministries and agencies.
